Select a Canadian server and your good to download. Depositing has been a nightmare. All of the e wallet options on PS do not accept US citizens. Only other option is a bank wire. So I looked into opening a bank account in Korea. You will probably be good in you had a trust worthy friend who you could give money to who would then transfer to your PS account and vise versa.

There's always some tight regulars there, and the deep stacks don't seem to stack off too easily. Of course you do get some fishy Chinese players from time to time and English teachers some of whom drink and then play a bit fishy. My guess would be that over the very long term it could be beatable as long as you cover every one.
